NVIDIA has agreed to invest $1 billion in South Korean internet giant NAVER, taking a 4.5% stake as part of a plan to transform the company’s GAK Sejong campus into a 200-megawatt AI factory by 2028. The deal—announced alongside a potential $9 billion in financing from infrastructure investor Brookfield—positions NAVER as a new sovereign AI cloud operator targeting markets in Asia, Europe, and the Middle East.

A Billion-Dollar Bet with Strings Attached

The investment structure is both ambitious and conditional. NVIDIA will acquire 7,241,564 common shares through a third-party placement, with payment due October 30. The shares give NVIDIA a consequential voice as a technology partner as well as a shareholder, but the transaction’s closing hinges on NAVER securing at least $9 billion in committed financing from other sources.

That’s where Brookfield comes in. The global infrastructure investor has signed a nonbinding term sheet to fund up to $9 billion for the AI factory buildout. NAVER itself would supply any remaining capital. The competitive landscape is fierce. Maeil Business Newspaper notes that NAVER’s AI factory will go up against AWS, Google Cloud, and newer GPU cloud specialists like CoreWeave. Those competitors have enormous installed bases, engineering talent, and in some cases, similarly aggressive buildout plans. NAVER’s edge will rest on sovereign capabilities, partnership depth, and the multi-tenant AI factory model that bundles hardware, software, and operations.

How We Got Here: NAVER’s Ascent and NVIDIA’s Korea Push

The AI factory announcement is the culmination of a rapidly intensifying relationship. In June, NVIDIA and NAVER disclosed a partnership centered on the DSX platform and the initial 55MW deployment. Korea JoongAng Daily reported earlier that NAVER was seeking deep-pocketed partners because the capital requirements of AI infrastructure were beyond its organic resources. The Brookfield term sheet and NVIDIA’s share placement solve that problem, at least on paper. The plan: use the $1 billion to supply GPUs and equipment, while Brookfield finances the heavy physical infrastructure. NAVER would operate the factory and market its services globally.
